guilty to fraud of the CC's VRS system and that AB 2072 is making a resurrection
in the California's legislature after being vetoed last year by then Governor
Schwarzenegger.

ABUSE RATES HIGHER AMONG DEAF CHILDREN

A new study indicates that the incidence of maltreatment, including neglect and
physical and sexual abuse, is more than 25 percent higher among deaf and
hard-of-hearing children than among hearing youths.

Marc Velásquez pleaded guilty to engaging in a conspiracy to defraud the Federal

SURGERY RESTORES EYES OF DEAF MAN

CAN you imagine a world without sight and sound, a world of darkness and
silence, a world where smells and feelings are all that guide you?

That was the situation faced by deaf dad Bruce Eggleton this winter, when
glaucoma robbed him of his eyesight.

The 35-year-old feared he would never see his daughter again, but
ophthalmologist Petros Andreou at Broomfield Hospital acted quickly and saved
him from permanent blindness.

2011 NATIONAL CUED SPEECH ASSOCIATION CONFERENCE

I would like to introduce myself as the chair of the 2011 National Cued Speech
Association conference to be held in Chapel Hill, NC from July 8 - July 10.

The 2011 National Cued Speech Conference is designed for professionals providing
services to children and adults with hearing loss. This year's theme is
"Language, Literacy, and Communication," emphasizing the benefits of Cued Speech
for language and literacy development, while addressing the possibilities of
visual communication for spoken languages.

We are currently seeking presenters for the conference. If you or someone you
know may be interested in submitting a proposal, the Call for Papers submission

Also, we plan to open registration in late February/early March.

All the evidence suggests that Averi Halbert is a typical terrible 2-year-old.
She adores baby dolls, stuffed animals and things that light up. If matters were
left to her, vegetables would be outlawed, as would being told no and going to
bed. Right now, she's on the verge of throwing a tantrum. Her striking hazel
eyes have narrowed to an angry squint – she's run out of grapes to eat. She

Orange County Deaf Advocacy Center Newsletter - January 15, 2011

Greetings everyone,

What a sad week.

On Monday, January 10, the newest California Governor Jerry Brown released his
budget plans. It calls for huge cuts in social spending.

The direct and immediate impacts are hearing aid benefits would have a yearly
maximum dollar cap of $1,510. And the state portion of the maximum SSI/SSP
individual grants will be reduced to the lowest level allowed by the federal
government From $845 to $830. Hearings have been scheduled and we will include
them in this and future newsletters.

The impact on us as an organization is that we being fully independent from
government funding, will see a surge in clientèle due to increased referrals
from programs that are sponsored by the state government. In layman's terms,
program operators face cuts who will refer people to us to help them.

This re-emphasizes the need for additional fundraising projects and increased
participation by our readers and our subscribers. Our subscribers and readers
are urged to help us either through donations, purchases from our ebay store,
and participation in our fundraising projects.

OTHER NEWS : Millions of people on Medi-Cal have received letters regarding the
coverage of the Acetaminophen drug this week. There is no panic if you're using

Governor is proposing over $500 million cut in State general fund spending to
the IHSS program including additional 8.4% permanent across the board cut in
hours for all persons receiving IHSS (on top of existing 3.6% cut that is due to
go into effect February 1, 2011); doctor's certification that person applying
for IHSS or already in the program is "at risk" of being institutionalized as a
new eligibility requirement for the program; elimination of domestic and related
services for children under age of 18 who live at home and for persons living in
a "shared living arrangement". Governor proposing elimination of state funding
for IHSS Advisory Committees. Governor also proposing cutting SSI/SSP (and
presumably Cash Assistance Program for Immigrants grants) to lowest level
allowed by federal government (from $845 per month to $830 per month). Governor
is proposing to shift State responsibility of adult protective services to the
counties.

a "shared living arrangement". Governor proposing elimination of state funding
for IHSS Advisory Committees. Governor also proposing cutting SSI/SSP (and
presumably Cash Assistance Program for Immigrants grants) to lowest level
allowed by federal government (from $845 per month to $830 per month). Governor
is proposing to shift State responsibility of adult protective services to the
counties.

SPECIAL BULLETIN - Orange County Deaf Advocacy Center - January 11, 2011

Yesterday, the California Governor's Office released it's budget plans for the
next fiscal year.

WE SEE DEEP AND UGLY CUTS! Your local Assembly members and State Senators needs
to hear your opposition to the cuts ASAP!

$12.5 billion in cuts. That includes $1.5 billion from CalWorks, called Welfare
to Work, and $1.7 billion from Medi-Cal.

Proposes Elimination of Adult Day Health Care and Multipurpose Seniors Services
Programs; Proposes 10% Medi-Cal Provider Rate Cuts; Caps on Spending for
Several Medi-Cal Services – Also Proposes Cuts to Healthy Families Program –
Proposes Shift of Proposition 63 Fund Balance to Fund AB 3632 Mental Health
Services for Special Education Students; Medi-Cal Mental Health Managed Care and
EPSDT Programs – Major Cuts to IHSS and Regional Centers Proposed. This
basically the tip of the iceberg and social service programs will be impacted as
well.

Not to mention, Hearing Aid benefits would have a yearly maximum dollar cap of
$1,510. Reduce state portion of the maximum SSI/SSP individual grants to the
lowest level allowed by the federal government From $845 to $830.

Advocates like us all across the State expected to see wide-spread permanent
spending cuts to major programs, including health and human services. Deep cuts
– including mid-year cuts - are happening to several critical health and human
services programs including regional center community-based services and
supports, In-Home Supportive Services, CalWORKS – the State's "welfare to work"
program, Medi-Cal, and mental health.

Governor Brown already made a gesture in the past weeks. A 25% spending cut in
his own office budget and that includes his staff and eliminating some state
offices sent chilling predictions of the Governor's budget for California.

Many programs that enable our community members achieve independence and freedom
are being cut. We are affected as some of our independence residency project
members are impacted and some of these people may have to return to the state
hospitals.

The only impact is that we being fully independent from government funding, will
see a surge in clientele due to increased referrals from programs that are
sponsored by the state government. In layman's terms, program operators face
cuts, then they send people to us to help them.

This re-emphasizes the need for additional fundraising projects and increased

Orange County Deaf Advocacy Center Newsletter - January 8, 2011

Greetings Friends!

One of the challenges, respectability between deaf leaders, is being put to the
test at this point. Take the case of Jay Brown for example whereas she is
having extreme difficulty rounding up support from the deaf leadership in her
fight for her job as a sign language teacher. Jay is considered a deaf leader.
Most of the people rallying around her are not even deaf. Its sad that the deaf
community has become badly balkanized and we can credit a popular deaf website
owner who has been using his particular website to break up the deaf community.
The irony is that this particular website owner has a wife who works for the
National Association of the Deaf. That's how bad it is. Thats where the deaf
society stands on respectability and one of our challenges for this year is to
bring back the respectability and unity of the deaf society.

Orange County Deaf Advocacy Center Newsletter - New Year Issue

Greetings Friends!

New Year 2011 Comes In With A Bang!

Yes, as this newsletter has some serious substances that affect the deaf
community as a whole.

As we begin the new year, we do it with facing the challenges the year has in
store for us. Some of the challenges are known since we're basically sitting on
a field of changes for our deaf society. Some of the challenges are unknown and
only time will tell us when we will face them.

Two of the challenges we are facing are expanding our ebay offerings with the
goal of 2,000 items and to get a new office in an office building close by our
residency programs. The other challenges are building up our capacity to help
others and to make the time to return this newsletter back to it's weekly form.
These challenges are bold and these will be met with your support.

These are the challenges we face in addition to helping thousands of our clients
face their personal challenges in a positive way.

We are and always have been up to date on many issues faced by the deaf
communities. Barriers remains in the area of captioning, movie access, access
to many facets of life, and respectability between deaf leaders and their deaf
and disability organizations.

NATIONAL ASSOCIATION OF THE DEAF OPPOSES NETFLIX'S DEAF TAX

The National Association of the Deaf sent another letter to Netflix on Friday
addressing concerns about Netflix's new pricing plan for its Watch Instantly

BIAS AGAINST A DISABILITY ACCOUNTED FOR 1.5 PERCENT OF THE HATE CRIMES IN THE
UNITED STATES IN 2009 ACCORDING TO THE LATEST HATE CRIME STATISTICS FROM THE
FEDERAL BUREAU OF INVESTIGATION

The Federal Bureau of Investigation (FBI) released 2009 statistics which
indicated that 6,604 criminal incidents involving 7,789 offenses were reported
as a result of bias toward a particular race, religion, sexual orientation,
ethnicity/national origin, or physical or mental disability. Hate Crime
Statistics, 2009, published by the FBI's Uniform Crime Reporting Program
includes data from hate crime reports submitted by law enforcement agencies
throughout the nation. Of the 6,598 single-bias incidents, 48.5 percent were
motivated by a racial bias, 19.7 percent were motivated by a religious bias,
18.5 percent were motivated by a sexual-orientation bias, and 11.8 percent were
motivated by an ethnicity/national origin bias. Bias against a disability
accounted for 1.5 percent of single-bias incidents.

CHILDREN WITH DISABILITIES IN MEXICO'S INSTITUTIONS DISAPPEAR AND ARE TRAFFICKED

From August 2009 through September 2010, Disability Rights International (DRI)
and the Comisión Méxicana de Defensa y Promoción de los Derechos Humanos
(CMDPDH) investigated psychiatric institutions, orphanages, shelters, and other
public facilities that house children and adults with disabilities. Now a report
titled Disappeared and Abandoned: Mexico's Segregation and Abuse of Children and
Adults with Disabilities documents violations of the rights of people with
disabilities under the new United Nations Convention on the Rights of Persons
with Disabilities (CRPD) and other human rights treaties ratified by Mexico. The
report finds that children with disabilities disappear and are trafficked;
people are left in permanent restraints are subject to torture or ill-treatment;
living conditions are inhumane and degrading; and use of lobotomies and
psychosurgeries are prevalent.

DEAF MAN FACED DEATH PENALTY FOR MURDERS

A Jefferson Circuit Court jury late Monday night convicted a man of two counts
of murder after more than seven hours of deliberation in a case in which his
deafness was a factor. Now this is a first time a deaf man faced the death
penalty. However his life was spared by a jury.
