OCDAC Newsletter December 21, 2005

Dear Friends,

This will be the last newsletter for 2005. Next year we will start
the year with a big bang. The grapevine section will explain how we
will 'ring in the new year' for the deaf communities in the Southland.

Until the end of 2005 there is some very good news for taxpayers as a
result of the Katrina Emergency Tax Relief Act (KETRA). Americans have
a long and rich heritage of charitable giving and involvement that
pre-dates any income tax code, and this year has broken all records
for giving following the disaster in the Gulf Coast states.
Recognizing that this extraordinary giving should not negatively
impact taxpayers' support of their "regular" charities like the Orange
County Deaf Advocacy Center, Congress enacted the KETRA, which
temporarily suspends otherwise applicable limits on charitable
deductions for individuals and corporations. In a nutshell, this
means that you can deduct a cash gift made to Orange County Deaf
Advocacy Center before December 31, 2005, from your taxes, even when
that gift brings your total level of giving above the usual limits for
deductibility! As you are likely familiar, those limits are usually no
more than 50% of your Adjusted Gross Income (AGI) - under KETRA,
deductibility is raised to 100% of AGI - and 3% of the amount by which
AGI exceeds $145,950. KETRA also provides a unique window of
opportunity for making gifts from withdrawals from IRAs. We have done
plenty good to our communities. We just ask you to help us continue
the good works. As our overhead in 2004 was only 7%, 93 cents of
every dollar you contribute goes directly to funding our operations.
We are a 100% volunteer organization and social service agency and
none of our funding goes to salaries. So please give if you can! For
more information on helping us visit
Http://www.deafadvocacy.com/pledgeform.txt

Community participation is very evident in this newsletter. We have
letters in and some are quite interesting for our readers. It pays to
participate and it also pays to check the letters we've been getting!
This newsletter is your voice also, so take the opportunity to speak
out and let us be your bullhorn!

Senator Tom Harkin, always a friend of the disabled, has introduced
legislation last Friday to ensure that people with disabilities are
included in emergency preparedness and in responses. The advocacy
section has this information in great detail.

Our blue van which we use heavily to transport deaf-blind people to
events and we also use to conduct numerous fundraiser and education
activities is showing signs it will need to be replaced very soon. We
use it to transport over 15 deaf and deaf-blind people to various
events each month. These deaf and deaf-blind clients who are unable
to use the bus cant qualify for our local ACCESS program since their
system's rules make it extremely difficult to do so. Recent
complaints from community members tell us the local ACCESS system is
not deaf-blind friendly. Therefore our deaf and deaf-blind friends
are relying on us to help them participate in our society's offerings
and that is done primarily through our blue van. The wipers have
ceased working making it inoperable on rainy days, the transmission is
bad limiting our travel to local areas. We cant fo faster then 55 mph
without overheating, and the sliding door on the side fell off because
the metal cracked at the top. The van has been heavily used in
assisting us with our mission and vision statements. We would
appreciate your help in getting us a new van soon so we can continue
helping these deaf and deaf-blind people and our education and
fundraising activities. If you're interested in helping us out, please
contact us at [email protected]

Remember us as the holidays are coming up! Don't forget to use the
Albertsons, Ralph, and Food4Less Cards this coming Holidays as you
will help us with our mission and vision statements. Our iGive program
is there to help you with your holiday shopping too.

We have partnered with NetFlix to help community members enjoy movies
in the safety of their homes and our subscribers are given a gift of a
free 2 week trial membership to NetFlix. If you haven't tried NetFlix
yet, you should log into Http://www.fundraising.com/movies and be sure
to enter our group code # 521684 and enjoy your 2 free weeks of
membership and if you decide to continue the membership after the free
trial, you will help us get $10 for each new membership. Most movies
offered by NetFlix have subtitling and or closed captioning in them.

We wish everyone safe and happy holidays and prosperous 2006!

With our subscribership from the international communities increasing
at a steady pace, we wish to make this newsletter accessible to them
and the easiest way to accomplish this is by directing them to
http://www.babelfish.altavista.com/ and entering
http://groups.yahoo.com/group/ocdacnewsletter/ and the babelfish will
help our international subscribers become strong advocates for the
deaf and disability communities.

We have began planning for our booth at the Pet Expo thats coming up
April, 2006 at the Orange County Fairgrounds. This will be our 3rd
year there. The booth rules have changed and we have to have at least
90 percent of the products were selling at the Pet Expo to be pet
related. We have already sent written communications to several pet
products wholesalers asking for donations of overstock and/or
discontinued pet products for our booth. We will have our service
animal training, certification, and advocacy education materials for
the public.

We are contemplating a foodstand booth at the Whales Festival next
March at Dana Point, California. This will be similar to our
successful Fullerton Winter Festival booth.

We now stand at 60% of the stock for The New Year's event. We are
making good progress with Bob Apodaca being very helpful to us in our
booth planning.

We are considering a bowling tournament in September 2006 that will be
designed to raise deaf awareness within the bowling communities and
Linbrook Lanes in Anaheim is favored for this project. The editor
prefers Linbrook Lanes because that's where he got his first bowling
trophy at a deaf bowling tournament almost 3 decades ago. And most of
the bowlers will be from the hearing communities and the prize purse
is expected to be set at $2,500 to bring in a lot of players.

We have began planning for at least 10 educational events in addition
to our famous deaf awareness booth at the Orange County Fair. For more
information about these education events, please visit our volunteer
list at http://groups.yahoo.com/group/ocdacvolunteer/

We are having a Bowl-A-Thon next February 18, 2006 at the Westminster
Lanes from 8 am to noon and we finally worked this out with the lane
owner. We have worked out the planning of this event and check on
http://www.deafadvocacy.com/bowlathon/2006/ for more information.

hostile to applicants.

We provide a lot of services to the deaf and disabled. We do that
while a Los Angeles based social service agency gets over $300,000.00
per year in funding from the California State Office of Deaf Access to
provide services in the Orange County area. From our monthly meetup
events we've had people telling us that too few people go to the
Orange County satellite office of the Los Angeles based deaf social
service agency. These people are people who work in the vicinity of
that satellite office and they say they hardly see people going there
for help. And to be seeing a 'revolving door' on deaf advocates, when
their advocates leave the office soon as they're hired, further adds
to the insult of us having to compensate without any reimbursement
their trademark of incompetence. We get a lot of people coming to us
for help while the Los Angeles based deaf social service agency gets
over $300,000 per year for the work that we do. It seems very unfair
that we have to do all the work while they get all the funds. We feel
that in the interest of fairness, we balance the picture out by
educating our subscribers of the very dark facts of the Los Angeles
based deaf social service agency. We've done this before and we will
repeat it again and again as long as they are getting paid for the
work we do for the deaf communities in the Southland. While we
discussed the possibility of a change in our minds before starting the
series in an advance notice, we got messages stating there remains a
huge appetite about the facts of this Los Angeles based social service
agency. You be ready for hard shocking information that reveals the
ugly face of the Los Angeles based deaf social service agency.

-------------< BULLETIN >

House and Senate leaders in Congress have agreed upon nearly $40
billion in cuts over 5 years. Although early reports suggested that
the agreement left out most cuts hurting low-income people initially
proposed by the House, that is NOT the case. Many harmful cuts in
Medicaid, child support, foster care, SSI, TANF, and student loans
remain in the agreement.
Medicaid: Low-income families will have to pay more than they can
afford for medical care under Medicaid and face shrinking benefits.

SSI: People with disabilities will have to wait as long as a year to
receive the back SSI benefits they are owed, because the government
has taken so long to approve their application.

Child Support: Children will be deprived of $2.9 billion over 5
years/$8.4 billion over 10 years in child support not collected
because of cuts in enforcement.

Foster Care: Grandparents or other relatives in certain states will
lose foster care assistance.

Temporary Assistance for Needy Families: The agreement assumes that
work requirements will be made harsher and expects states to fail and
so estimates that states will pay penalties to the federal government.
The Congressional Budget Office expects that states will in turn
create harsher penalties for poor families, causing more to lose benefits.

Child Care: CBO estimates that it will cost $12.5 billion in new
funding to pay for the harsher work requirements and to keep up with
the costs of providing existing child care. The budget deal only
provides $1 billion a gap of $11.5 billion. That means 255,000 fewer
children will receive child care in 2010 compared to this year.

Student Loans: Cut $12.7 billion over 5 years.
For more information about the conference agreement, see this paper by
the Center on Budget and Policy Priorities:

Harkin Presses for Stronger Emergency Preparedness and Response for
People with Disabilities

On Friday, December 16th, Senator Tom Harkin introduced S. 2124, the
Emergency Preparedness and Response for Individuals with Disabilities
Act of 2005. The legislation will address the needs of individuals
with disabilities in emergency planning and relief efforts.

"Hurricane Katrina's aftermath has shown us that we need to have a
better emergency response plan, especially one that includes
preparations for assisting people with disabilities," said Harkin.
"This bill is an important step to ensure that the needs of disabled
Americans will be addressed in case of an emergency."

Under this legislation, a Disability Coordinator would be created in
the U.S. Department of Homeland Security, who will report directly to
the Secretary. The Coordinator would be responsible for:

* Working with local, state and federal authorities about the needs of
individuals with disabilities in emergency planning and relief,

* Developing a curriculum for first responder training on the needs of
individuals with disabilities,

* Ensure telephone hotlines and websites containing information about
evacuations are accessible, and

* Provide guidance about the rights of individuals with disabilities
regarding post evacuation residence and relocation, among other things.

The Emergency Preparedness and Response for Individuals with
Disabilities Act of 2005 will also require that 30 percent of
temporary housing for disaster victims be accessible, and usable by
individuals with disabilities, and would provide incentives to create
more accessible housing during reconstruction efforts.

Harkin is a longstanding advocate for individuals with disabilities in
the U.S. and has worked tirelessly to call attention to disability
rights. He was the chief sponsor of the Americans with Disabilities
Act (ADA), landmark legislation which seeks equality of opportunity,
full participation, independent living, and economic self-sufficiency
for millions of Americans with physical and mental disabilities.

My name is Mac Crary. I'm 45 years old and deaf. I am writing to you
about an atrocity. This is not just a crime. I am writing to you
about cradle to grave BEASTIALITY which began in childhood.
Additionally, the form it takes today is an unbearable outrage of
stalking, hate crime and intimidation.

My late father Ryland was Chair of Education at the University of
Pittsburgh. In 1979, in a state of traumatic amnesia, I hitch-hiked
from Pittsburgh to St. Louis to hear Robert Fripp play his guitar,
leading to invitations to a cult he operated in West Virginia.

Letters were sent to me as a child which show that I was deliberately
deafened and spelled out a war game for control of the contents of the
letters which are a script in the murder of John Lennon. Fripp blamed
me and attacked me with a full arsenal of Hollywood hallucinography,
in league with Oliver Stone, who printed my name in Cineaste Film
Quarterly after raping my retarded and deaf girlfriend. I was driven
in trauma and seizures into homelessness where I was barbarically
mistreated for several years, tormented and jeered at, etc.

The girl who Fripp's cult raped is deaf, retarded and has epilepsy.
In addition, although this was organized by Yoko Ono, they have
hounded me, demanding that I apologize to this woman who aided even
those who killed her husband, seeking satisfaction through cruel and
unusual mistreatment of me. This is the truth.

I live in Seattle and cannot get help. My mother is old and my family
unsupportive, because my sister Laura was acquaintance of those who
tortured me as a child and has depicted me unlawfully and maliciously
in efforts to downplay and justify years of sadism.

I have an extremely serious neuroplastic head injury from being beaten
half to death by men who tortured me as a child. They brutally
tortured me. When I saught to get help, my testimony to Amnesty
International was betrayed and the men I reported optioned for Hollywood.

Please do something. They have gangraped me for years. I deny
wrongdoing. They made me their hate object when I was just a young
boy. Please intervene. Please. I plead with you.

The Orange County Deaf Advocacy Center is a community based
organization that puts people with disabilities first in their
advocacy for equal opportunities in safety, health, and productive living.

The Orange County Deaf Advocacy Center provides services for disabled
individuals and their families in our community who need help in
navigating the social services maze. Every day people go without
proper food, shelter, and essential medical care every day due to a
variety of factors including low wages, job loss, injuries, illness,
age, domestic violence, or divorce. While all of us are susceptible to
hard times, disabled individuals are at the most risk. With the

OCDAC Newsletter December 14, 2005

Dear Friends,

Orange County Deaf Advocacy Center extends everyone on our subscriber
list the best of holiday wishes. It has been a very challenging year
for our agency, our board members, our volunteers, and the people who
rely on us for their safe, healthy, and productive journeys through
their lives.

RUSSIAN COMMITTEE OF DEAF SPORTS FILES SUIT AGAINST USA DEAF SPORTS
FEDERATION

Dear respected colleagues and sports friends,

A lot of people know me as the man who has given all of his life to
our common cause - to development of the International Deaf Sports,
therefore it is difficult for me not to write to you.

I have been silent for a long time, but now I have a desire to consult
with you.

I address to you now because I am, as well as many of you are,
disturbed with future of the CISS and destiny of the International
Deaf Sports movement.

Recently I have thoroughly read Mr. Jerald Jordan`s story titled
`ALLEGATIONS OF FRAUD ARE FALSE, which was published on October 24,
2005 at www.deaftimes.com and it again recollected me as to what had
occurred at the Congress on January 4, 2005.

I am sure that many people and even Mr. J. Jordan wish to know my
opinion regarding the event happened on that day.

For me, as far as I remember, there was the atmosphere of bias,
lobbying of the interests of only one Federation - USA, which also had
an advantage over many foreign delegates who were not familiar
with the English language. This has deprived all of us the rights to
make a free and worthy choice.

For me as an athlete himself, till now it has remained unclear as
it has turned out so, that people who themselves were non-athletes and
who did not taste the pleasure of victories and bitterness of defeats
or who do not understand how difficult it is for any athlete to win
Deaflympic medals, became, as non-athletes, the leaders of the
organization of the CISS.

In his article Mr. J. Jordan, as "a juggler", speaks about magic
numbers and that there was no fraud, but I am the skilled athlete and
it is difficult to lead me into error, even from a skillful master of
manipulations such as Mr. J. Jordan.

In his article Mr. J. Jordan mentions such facts which do not match
the Minutes of the 39th CISS Congress and which have been altered
multiple times and published at www.deaflympics.com.

Mr. J. Jordan is confused with figures and wishes to confuse us. It
once again confirms that he and his team have acted not fairly with us.

I am assured that the Federation which does not made obligatory dues
to the CISS Treasury and tramples on its Constitution has no right to
nominate its candidate to a leading post in our such dear and beloved
organization - the CISS.

I am confident that among us there are dearer, worthy and fair people
who could lead the CISS and carry out their work for the organization
more professionally and effectively.

I am sure there are problems which are now worrying not only me, but
all of you, too.

I am ready to discuss the CISS issues with each of you and to find out
your opinion.

I know that the falsification on elections and other infringements of
the CISS Constitution took place, in any day and hour, at any place
and I am ready to prove this.

The Russian Committee of Deaf Sports' Claims are stated in the
Appendix 1 ( see below, please ).

But we offer with your help and with your participation to convoke the
Extraordinary CISS Congress to solve our internal disputes and issues.

We do not want split of the CISS, we want restoration of validity and
equality for everybody, without any exception.

We ask you, dear colleagues and friends, to direct you opinions,
comments and wishes to our address till January 15, 2006.

Yours cordially,

Valery Rukhledev
President and
RCDS Executive Committee

INTERNATIONAL COURT
OF ARBITRATION FOR SPORT

***************************************

DRAFT
RUSSIAN COMMITTEE OF DEAF SPORTS,
Plaintiff,

-against-

USA DEAF SPORTS FEDERATION,
Defendant.
***************************************

THE PARTIES

1. Plaintiff is RUSSIAN COMMITTEE OF DEAF SPORTS (herein, "RCDS"),
which is a national sports organization for the deaf people in the
Russian Federation. Its Home Office address is Ulitza 1905 Goda,
10-A, Moscow, Russian Federation 123022.

2. Defendant is USA DEAF SPORTS FEDERATION ("USADSF"), which is a
national sports organization for the deaf people. Its Home Office
address is 102 North Krohn Place, Sioux Falls, South Dakota 57103, U.S.A.

JURISDICTION

3. RCDS is recognized by the International Committee of Deaf Sports/
Deaflympics
("CISS) and the National Olympic Committee of the Russian Federation.
Therefore, RCDS voluntarily and fully accepts the jurisdiction of this
Court.

4. USADSF is recognized by CISS and the United States of America
Olympic Committee. In addition, the two members of USADSF Dr. Jerald
Jordan ("Jordan") and Dr. Donalda Ammons ("Ammons") are former and
present Presidents of CISS. Jordan is also the recipient of the 1995
Olympic Order awarded by the International Olympic Committee. Under
blessings of the International Olympic Committee and many different
International Sports Federations, which recognize the existence and
jurisdiction of this Court, USADSF hosted the Deaflympic Summer and
Winter Games on its land in 1965, 1975 and 1985. USADSF is also a host
of the coming 16th Deaflympic Winter Games to be held in Salt Lake
City, Utah, February 1-11, 2007. These Winter Games will be held under
the patronage of the International Olympic Committee. Therefore, for
the reasons stated above, USADSF should agree to voluntarily, fully
and in good faith accept the jurisdiction of this Court.

5. Upon information and belief, in 1983 the International Olympic
Committee founded this Court.

6. The Central Office of this Court in Lausanne, Switzerland, should
be the suggested venue of this arbitration matter.

STATEMENT OF CLAIM

7. By September 15, 2004, the deadline date for a CISS Presidency
nomination submission, upon information and belief, USADSF was in
violation of the following rules:

A. USADSF failed to pay to the CISS its required 10% penalty fee
interest starting from April 1, 2000 to September 15, 2004, which
resulted from USADSF's annual $800.00 2000 CISS Membership dues
non-payment for the year of 2000 (that is, from January 1 to December
31, 2000). This was violation of CISS Constitution Rule 6.1.2.

B. USADSF failed to pay to the CISS its $210.00 penalty fee, which was
resulted in obtaining of red/yellow cards by members of USA Men's
Football team, which took part at the 19th Deaflympic Summer Games in
Rome, Italy, in 2001. This was in violation of CISS Constitution Rule
8.2 and Deaflympic Games Regulations Rule 9.G.

C. USADSF failed to pay to the CISS its $10,000.00 penalty fee for
withdrawing of its two teams ($5,000.00 for men and $5,000,00 for
women) from the Deaf World Championships in Team Tennis held in
Austria in 2003.This was in violation of Deaf World Championships Rule
8.C.

D. By December 1, 2004, the deadline date for final registration
submission for nations competing at the 20th Deaflympic Summer Games,
USADSF failed to pay its certain penalty fee for withdrawing of its
team from the Deaf World Championship in Wrestling held in Bulgaria
in October, 2004. This was in violation of the Deaf World
Championships Rule 9.D.

8. In spite of violations by USADSF mentioned on Paragraph Number 7,
on or about September 15, 2004, Ammons, the then Secretary General of
CISS, was nominated by USADSF as a candidate for the position of the
CISS President.

9. By fully observing the CISS rules, on or about September 15,2004,
RCDS nominated Valery Rukhledev ("Rukhledev"), its long time national
sports leader, as a candidate for the positions of the CISS
President, Vice President and Member.

10. The city of Melbourne, Australia was the venue of the 39th CISS
Congress
("Congress"), which was held during January 3-4, 2005. The election
session for the positions of CISS President, Vice President and Member
was held on January 4, 2005.

11. The Congress elections were held in highly-questionably, biased,
undemocratic, unprofessional and unfair manner.

12. In spite of violations by USADSF mentioned on Paragraph Number 7,
Jordan was chosen to run the Congress session on the floor.

13. Jordan was also engaged in a lobbying activity among the Congress
delegates to vote for Ammons and against Rukhledev.

14. Rukhledev was a sole delegate for the nation of the Russian
Federation at the Congress session.

15. Jordan and Ammons denied the nation of the Russian Federation to
have its second delegate, besides Rukhledev, to take part at the
Congress in violation of CISS Constitution rule 9.2.4.

16. In spite of violations by USADSF mentioned on Paragraph Number 7,
Dr. Edward Ingham, a member of USADSF, was chosen to act as one of
four scrutineers at the Congress.

17. Ingham was also engaged in a lobbying activity among the various
Congress delegates to vote for Ammons and against Rukhledev.

18. In spite of violations by USADSF mentioned on paragraph Number 7,
Dr. Bobbie Beth Scoggins, USADSF President and member, was allowed to
act as one of the two delegates for the nation of USA at the Congress.

19. Under influence of Jordan and Ammons, during the Congress session
and before the elections, Scoggins publicly demonstrated the Congress
Proposal Number 70, in which the name of Rukhledev was willfully and
intentionally exposed - and discredited - before all delegates of the
Congress.

20. Before the start of the Congress session on January 3, 2005,
Rukhledev proposed to Scoggins to solve the Congress Proposal Number
70 privately and out of the Congress' premises, to which Scoggins
declined.

21. In spite of violations by USADSF mentioned on Paragraph Number 7,
another USADSF member - Ms. Tiffany Granfors ("Granfors") - acting as
a CISS Home Office Administrator was, according to www.lbmagazin.de
website report engaged in a lobbying activity among the various
Congress delegates to vote for Ammons and against Rukhledev before and
during the Congress session.

22. Jordan and Ammons denied Rukhledev to have his own election
campaign team representatives to attend the Congress session.

23. According to the March 27, 2005-released 39th CISS Congress
Minutes Report published in the www.deaflympics.com ("March 27
Report"), during the election session for the office of President,
Ammons collected 89 votes, while Rukhledev got just 23 votes out of
120. 8 votes reported void.
However, on October 24, 2005, Jordan in his www.deaftimes.com story (
"October 24 Jordan Story" ) mistakenly reported a total of 112 votes
(not 120 votes) and he did not also report that 8 votes were void.

24. According to the March 27 Report, during the election session for
the office of Vice President, David Lanesman of Israel got 62 votes,
Rukhledev - 39 and Jessica Rohde of Denmark - 15 ("Rohde"), which
translated into a total of 116 contested votes out of 120. However, in
the October 24 Jordan story, it was mistakenly reported a total of 116
votes (not 120 votes) and the story did not report that 4 more votes
were missing.

25. According to the March 27 Report, in the Round Number One for the
position of Member, Siv Fosshaug of Switzerland got 79 votes, Yang
Yang of China - 57 ("Yang"), Dogan Ozdemir of Turkey -55 ("Ozdemir"),
Tommy Jung of Korea - 44 ("Jung"), Rukhledev - 41 and Rohde -28, which
amounted to a total of 304 votes.
However, there was supposed to be a total of 360 contested votes in
this Round Number One.
In addition, in the October 24 Jordan Story it was reported that a
total of 121 votes went unaccounted and unused in this Round.

26. According to March 27 Report in the Round Number Two for the
position of Member, Yang got 65 votes, Ozdemir - 54, Jung - 45 and
Rukhledev - 44, which translated into a total of 208 votes
distributed among all these 4 candidates. However, there was supposed
to be a total of 240 votes in this Round. Therefore, 32 votes went
unaccounted or missing in this Round. In addition, the October 24
Jordan Story reported 20 votes unaccounted in this Round.

27. According to the March 27 Report, in the Round Number Three
Ozdemir got 61 votes.
However, this March 27 Report did not mention as to where the
remaining 59 votes went to. In addition, the revised version of the
October 23, 2005 39th CISS Congress Report provided the data that
Odzemir got the same 61 votes, while Jung 45. The October 24 Jordan
Story provided a different number of votes collected by Jung in this
Round as 44, it also reported that a total of 105 votes were awarded
to these 2 candidates, that is, 61 for Ozdemir and 44 - for Jung,
while there was no report that 15 votes went unaccounted in this Round.

28. Upon information and belief, there was not held any live election
contest in the Round Number Three for the Member position between
Ozdemir and Jung at the Congress floor.

29. Therefore, a total of 273 votes out of 960 went unaccounted,
unused, disqualified, void or missing during the election session for
5 various positions at the Congress.

30. There is a breakdown of these unaccounted, unused, disqualified,
void or missing votes for 5 different positions:

President - 8
Vice President - 4
Member, Round Number One - 121
Member, Round Number Two - 20
Member, Round Number Three -120

Total - 273 votes unaccounted and unused.

31. In spite of various CISS Constitution and Deaflympic Games
Regulations rule violations mentioned in Paragraph Number 7 above, USA
delegation was allowed to participate at the 20th Deaflympic Summer
Games competitions held in Melbourne, Australia, January 5-16, 2005.

32. This resulted in awarding of the gold medal for team of USA in
Women's Football at the recent 20th Deaflympic Summer Games.

33. Women's Football team of the Russian Federation, in spite of the
full compliance of the CISS Constitution and Deaflympic Games
Regulation rules by RCDS, was awarded the silver medal.

34. In retrospect and comparison, the two case happenings in the
history of the CISS and Deaflympic Summer Games should not go
unnoticed and they are related to the disqualification of teams and
athletes of the Soviet Union and Russian Federation:

Case A: in 1977, at the 13th Deaflympic Summer Games held in
Bucharest, Romania, the Soviet Union fielded its four very strong
relay teams in Athletics - 4x100 meter and 4x400 meter for men, and
4x100 meter and 4x400 meter for women. Because the Soviet Union
violated a CISS rule, the CISS, under the presidency of Jordan,
disqualified all these 4 teams from the competitions at the Games.

Case B: The Russian Federation registered its team in Women's Handball
for the 19th Deaflympic Summer Games held in Rome, Italy, in 2001.
However, before the start of the Games, the Russians decided to
withdraw of such a team. As a result, because of this withdrawal, the
CISS, under the leadership of Ammons, forced the Russian Federation or
RCDS to pay a $2,500.00 penalty fine to the CISS, otherwise the whole
Russian Federation delegation would have been disqualified from the
Games competitions. RCDS diligently and responsibly paid the whole
penalty fine to the CISS.

CONCLUSIONS

Because USADSF violated CISS Constitution Rules 6.1.2, 6.1.3, 7.1,
7.1.1, 7.1.1.2, 7.1.1.3 and 7.2, the nomination and election of Ammons
as a CISS President was an unconstitutional one.

Because USADSF violated CISS Constitution Rules 6.1.2, 6.1.3, 7.1,
7.1.1., 7.1.1.2, 7.1.1.3 and 7.2, the presence and participation of
Jordan, Scoggins, Ingham and Granfors at the Congress session
activities was an unconstitutional one.

Because all five members of USADSF – Jordan, Ammons, Scoggins, Ingham
and Granfors – were engaged in the inside election activity, which
harmed Rukhledev's chances to win one of the above-mentioned seats for
the CISS Executive Committee at the Congress, they all defied the
CISS motto EQUAL THROUGH SPORTS and CISS Constitution Rule 2.1.11.

Because 273 votes out of 960 went unaccounted and unused during the
elections and because Rukhledev was treated as a delegate and
candidate at the Congress in the questionable manner, especially in
the elections for the position of Member, he was a true victim of the
election session.

Because USADSF violated CISS Constitution Rule 7.2 and Deaflympic
Games Regulation Rule 9.G, USA team in Women's Football should get
disqualified and the gold medals should instead be awarded to the team
of the Russian Federation;

RELIEF REQUESTED

A new and extraordinary CISS Congress shall be convened, according to
the CISS Constitution Rules 9.3, in which new elections shall be held
and in which the representatives from International Olympic Committee
shall attend as observers. RCDS is prepared to host such a Congress in
Moscow, Russia.

The title of 20th Deaflympic Summer Games Champion in Women's Football
shall be awarded to the team of the Russian Federation.

$_______ in damages shall be awarded to RCDS and other reasonable
costs incurred in this action.

For such and other relief as this Court may deem just and proper.

Dated: November 15, 2005
Moscow, Russian Federation

Respectfully Submitted,

Valery RUKHLEDEV,
President and

OCDAC Newsletter December 7, 2005

Dear Friends,

Everyone is busy with their yuletide shopping and partying and this
time of the year and it is not producing much news for this
newsletter. We give a warm welcome to all who joined our huge family
of subscribers in the past few months.

The community bullhorn section has information on a new website that
enables deaf community members to provide their own brickbats or
bouquets in relay service companies. It's a great site for us to look at!

The editor had become under heavy attack last Sunday at the Alldeaf
blog in which someone using a nickname called FightOn started posting
over 15 nasty posts of the editor and our organization. This FightOn
person listed names and organizations who would say plenty of negative
things about us. We can only agree to those names and organizations
because and their gripes about us is due to the fact they were things
that seriously needed fixing and they have been fixed a long time ago
and, of course, they were fixed at the expenses of these people and
organizations who were listed. Those people listed were extremely
dangerous to the deaf society at that time and they had to be
neutralized so they can not embarrass the deaf society any further.
These are people who want to send the deaf society back to the 19th
century. The people listed were typical ASL militants, disbarred
attorneys and their associates, former presidents of deaf
organizations, and deaf scam artists. If people want to rant about
us, let them. A good number of the blog members quickly rushed to our
defense and furthermore the blog owners have removed the FightOn's
membership all of FightOn's postings and we commend them for
encouraging everyone to be deaf to negativity.

We are having a Deaf Latino Health Fiesta for the public at Tacos
Mexico Restaurant in Santa Ana that has been good to hold our
outreach events toward deaf Latinos. The event is this Friday on
December 9, 2005. 6pm till 11 pm. This will go on at the same time
as the Block at Orange social events. We're just inviting them over to
see our outreach program as part of the 2nd Friday experience at the
Block at Orange.

Map link to location of Tacos Mexico
http://maps.google.com/maps?q=1227+E+17th+St%2C+Santa+Ana%2C+CA%2C+92701&hl=en

The purpose of the Deaf Latino Health Fiesta is to connect deaf and
non-deaf latinos of positive co-existence opportunities in the health
area. We will have material in Spanish of the various health
opportunities our society offers. Across the street from Tacos Mexico
is another Starbucks Cafe, next to it are Denny's and Popeye's, and
also between a Subway's, and Taco Bell.

This month's bulletin has very good stuff from the Department Of
Justice and it's strongly suggested you make copies of the new
publications and take them with you when you have to go to hospitals,
hotels, and motels.

Remember us as the holidays are coming up! Don't forget to use the
Albertsons, Ralph, and Food4Less Cards this coming Holidays as you
will help us with our mission and vision statements. Our iGive
program is there to help you with your holiday shopping too.

We have started to build up the stock for The New Year's event.

We have began planning for at least 10 educational events in addition
to our famous deaf awareness booth at the Orange County Fair. For more
information about these education events, please visit our volunteer
list at http://groups.yahoo.com/group/ocdacvolunteer/

We have started on the planning our free Valentine's day dance event
next February. This will be supported by vendors who purchased booths
and we already have 2 vendors lined up for this.

We are having a Bowl-A-Thon next February 18, 2005 at the Westminster
Lanes and we are working this out with the lane management. We are
seeking sponsors for this event th help us cover the cost of the lanes
which is estimated from $800 to $1,300.

renews our calls for self-reliance ideas for organizations who serve
the deaf and disabled and our very own idea, our California Disability
Gaming Initiative idea and that can be found at
http://www.deafadvocacy.com/cdgicinfo.pdf is an idea that works for
Native Americans. Why shouldn't it work for the Disability
communities? The proposed Social Security rules will limit appeals
and create a new process that is less about truth-seeking and more
hostile to applicants.

-------------< ANNOUNCEMENT >

Take a look at our new magazine fundraiser and this is one of the ways
you can help us do the good work for the deaf and disabled communities.

The URL is http://www.magfundraising.com/GroupPage.aspx?e=788159

Our blue van which we use to transport deaf-blind people to events and
we also use to conduct numerous fundraiser and education activities is
showing signs it will need to be replaced soon. We use it to transport
over 15 deaf and deaf-blind people to various events each month.
These deaf and deaf-blind clients who are unable to use the bus cant
qualify for our local ACCESS program since their system's rules make
it extremely difficult to do so. Therefore our deaf and deaf-blind
friends are relying on us to help them participate in our society's
offerings and that is done through our blue van. The wipers have
ceased working making it inoperable on rainy days, the transmission is
bad limiting our travel to local areas. Last week the sliding door on
the side fell off because the metal cracked at the top. The van has
been heavily used in assisting us with our mission and vision
statements. We would appreciate your help in getting us a new van
soon so we can continue helping these deaf and deaf-blind people and
our education and fundraising activities. If you're interested in
helping us out, please contact us at [email protected]

-------------< COMMUNITY BULLHORN >

Finally a real bullhorn for the deaf community! Here's
http://www.relayreview.com/ !

Relay Review was created to fill the need for an independent forum to
allow the community of relay communication users to share their
opinion about the service they depend on everyday. Here, you can
compare ratings for different providers and read what other relay
users have to say.

Relay Review seeks Constructive Feedback from you, your family,
friends, and colleagues. Serious complaints should be directed to the
Relay Provider's Customer Service department. Offensive, nasty, or
defamatory comments are not welcome and will be removed. Our purpose
in inviting and communicating feedback is to help relay providers
improve. Positive and honest feedback can make a difference!

The providers who thrive and bring customers back will be the ones
that not only listen, but eagerly solicit consumer feedback.

Feedback also means praise and recognition. Relay Agents are human and
would like to know when they've performed their jobs well. If you have
a wonderful experience through the relay, do let them know it with a
posting on Relay Review. A "thank you" goes a long way.

deafCensus™, Inc
PO Box 1889
San Diego, CA 92112-1889

December 1, 2005

Dear Sir or Madam:

I would like to introduce myself to you. My name is Bob Plubell. I am
the founder of deafCensus™, Inc. The mission of deafCensus™ is
threefold: 1. To provide demographic data on the Deaf and hard of
hearing population to non-profit organizations, research institutions
and public agencies. 2. To establish and maintain a comprehensive,
national database directory of organizations and their profiles. 3. To
empower Deaf and hard of hearing individuals and organizations with
the ability to have access to and knowledge of statistical facts about
Deaf people, organizations and services in order to improve the lives
of Deaf people everywhere.

To date, deafCensus™ has compiled data on over 5,500 organizations.
All email addresses have been indirectly or directly found from many
websites. Some websites are inaccurate, have broken or obsolete links,
or need to be updated. All information may not be accurate without
your verification and input. Accuracy is important to the success of
data collection and distribution of your agency or website's
information. For this reason, I would appreciate very much for you to
respond to a questionnaire. The website of the questionnaire is at the
end of this email. Please fill out one form per office. If you have a
branch or satellite office, you may forward this email to any
additional offices to be completed.

The benefit of compiling a huge database directory of Deaf-related
organizations is to enable users to navigate easily through categories
of several levels, an interactive map display and detailed
organization profiles. Every organization found in the database will
get more visibility and marketability while promoting greater networking.

I greatly appreciate your effort and time to fill out the
questionnaire. Please feel free to contact me for more information on
this unique and much needed project.

Sincerely yours,

Bob Plubell
Founder, deafCensus™
